Yes, all foreign visitors to India, except citizens of Bhutan, Maldives and Nepal, require a visa unless they are entering from mainland China. Citizens of Japan and South Korea can obtain a visa on arrival, while all others must apply for a visa before arriving in India. Citizens of over 150 countries can also apply for a hassle-free 60-day e-visa. This e-visa is sometimes known as a ‘visa on arrival’ although you need to apply for it before you actually arrive in India.

Is a Permit Required for Travel in Leh, Ladakh?
Yes; a Restricted Area and Protected Area Travel Permit document is required which is issued by the Indian authorities to allow tourists to visit protected areas in Ladakh.
Tourists are required to obtain a permit to visit the protected areas of Ladakh. There are two types of permits: Indigenization Permit (ILP) and Protected Area Permit or Restricted Area Permit (PAP/RAP). Since these permits are in areas close to international borders such as the Line of Control (Pakistan border and the border with China), for security reasons, every tourist is required to obtain a permit.

What is a Protected Area and Restricted Area Permit (PAP/RAP)?
A Protected Area Permit (RAP/PAP) is required for foreign nationals and can be issued to groups of tourists consisting of two or more people. If someone is planning to visit here alone, they should contact a tour agent who will help them add them to any group. However, it is not mandatory for tourists to travel in the same group or with the same travel agent as mentioned in the permit. Tourists are allowed to visit specific tourist circuits with fixed entry and exit points. Foreigners are not allowed to enter areas other than those mentioned in the permit.
What is the procedure to obtain a Protected Area Permit/Restricted Area Permit?
The permit can be applied for through the official website of LAHDC (Leh Ladakh Autonomous Hill Development Council) or through a registered travel agent in Leh. RAP/PAP can be purchased for a maximum of 7 days only. PAP/RAP can be reissued after 7 days and tourists can visit the same place as many times as they want. A photocopy of passport and a photocopy of Indian visa are required to apply for PAP/RAP.
